How do I replace the ink cartridge

Open the front panel door while the printer is On. The cartridge carriage will come to the middle, now hold the cartridge and press down and it'll eject with a "crack" sound. Now remove the protective plastic cover from the new cartridge and pushing on to the carriage compartment. You can refer this tutorial from Hp Official Website with well illustrated step by step instructions:

The black wont print at all on my hp deskjet f380 it is just a new cartridge

If you are not getting any errors on the printer,
please check to see if the tape was peeled off on the black cartridge.

second, you may want to clean the contacts on the cartridge with a slightly moisten lint free cloth, clean the contacts and dry it. Also clean the contacts on the printer itself (Make sure unit is unplugged and also dry the contacts). Preferably Iso-propal alcohol.

Also have the printer do a cleaning on the back ink cartridge

if all else fails, try a new black cartridge; otherwise you have a bad board.

I have a HP Deskjet F380 All-in-One. Error light keeps flashing.

Normal 0 Driver could be corrupt.
Disconnect the printer or at least be sure it is turned off. I'd do both and reinstall the CD software program that came with the printer. When the software program asks you to connect the printer to the USB port, do so and it should again work properly.
Hope this helps. Bud
