Windows was not installed correctly or it was corrupted by some dubious program. You will have to reinstall it , ideally using a separate Windows 7 install disk (not the recovery one, if you can find one) and using the key from the label on the bottom.

It sounds like it is confused and has lost some of the registry entries, like we would have an index to find the files. Hopefully they are all still there.
Press F8 as it boots up, this should get you into a sub menu that allows you to use Safe Mode or Recovery. Try safe mode first as Windows will search for the "missing" files and repair the registry. If that doesn't work try Recover and follow the prompts. (That may only work under F11).
Hope that fixes it.

Error 1920 installing Mcafee 8.5

Good morning! If you receive a "1920" error regarding failure to start a McAfee Service when trying to update or install Mcafee VirusScan, follow the instructions below.
WARNING: This procedure involves editing the Windows Registry. Using Registry Editor incorrectly can cause serious, system-wide problems that may require you to re-install Windows to correct them. Use this tool at your own risk.

Solution
  1. Uninstall McAfee VirusScan Enterprise using the "Add/Remove Programs" option in the Control Panel.
  2. If present, delete c:\Program Files\Network Associates and c:\Program Files\Common Files\Network Associates
  3. Go to the Start menu, select Run, and type regedit .
  4. Find and delete the registry key HKEY_LOCAL_MACHINE\SOFTWARE\Network Associates.
  5. Restart the computer.
  6. Install McAfee VirusScan Enterprise and update the software.
Best regards
