My brother was doing some work on Computer without using UPS. Suddenly electicity gone and PC turned off. When I tried to strat this PC with bootable CD, output was not coming to Monitor. And Keyboard was not getting electricity power. I checked this Keyboard with some other PC and it was working fine there. Please help me out

The UPS may not be sufficiently stable on power-on to run a PC immediately.
Try going into the BIOS setup after the restart and look for the option that has the computer "Start up automatically after power failure." Turn this off. That will take care of problem 1.
If this also takes care of problem 2, you may want to check whether the UPS has a problem. Start by plugging a couple of lamps with 100 Watt bulbs into the UPS outlets instead of the computer. Turn it on - the lamps should behave normally, not flicker or change brightness. With the lamps and UPS still on, unplug the UPS. The lamps should stay on with little or no change, and the battery warning light should not come on right away. If the UPS fails this test, its battery may need to be replaced or it has a regulator problem.
The operation of the onboard video is programmed into the board, so it should work without any drivers being needed. If you verified that the monitor is working then I'd say the onboard video had gone bad. Your motherboard has a PCIe x 16 slot so you can get around the problem by adding an aftermarket video card. The cheapest of them have quality that surpasses any onboard video and they can be found almost anywhere. Follow this link to see some suggestions.
you have to narrow down the issue.. is it with the pc? or monitor? if you think the cpu... is the power supply fan working? is the cpu overheating? if you think its the monitor...be sure the card is seated properly and check all cables
Check if any of the pins of the Keyborad PS2 jack. Looks loke during cleaning a few vital parts may heve moved. Unseat the RAM sticks and after cleaning insert it firmly. Check all cable and wires for snug tight connections. You could try to clean ur power switch too bt aerasol spray, but the main is the keyboard. Recheck for bent pins and/or any stuck keys on the keyboard. If evrything is OK and the PC still behves the same, try replacing the power supply (SMPS) with a properly functional one & if it works, simply buy a new SMPS and install it....sodeep
Is the case speaker connected to the motherboard?
If it is, do you get any beep sequence? If there is no display, the power speaker output an audible beeps sequence. For example, 3 short beeps mean a problem with memory.
It may be a setting called ups in control panel>power options and make sure ups is enabled and set up correctly.
The only other way to do it is from the power connectors on the motherboard from the front panel, if you get the + and - the wring way round it will make the pc turn on without the use of the button
