First you check the signal cable continuty by multimeter then correct it if faulty .if ok then give -ve click at red cathode on crt base in on condition if red raster comes on screen then red cathode is ok same thing for green and blue cathode if green cathode do not shows green raster after -ve click then crt is faulty then give -ve click at R point at color raster ic which has heat sink if red color comes then ic is ok same thing for green and blue if ic is faulty then replace it if not then check bipolar capacitor if faulty then replace it

My picture only shows black and white on my pioneer elite once i unpluhgged it fron the cable box. the box isn't broken and the color on the tv works on the menu if i disconnect the cable

Check the color level for that input. While monitoring the cable box go to the video part of the setup menu. Make sure the chroma or color is up to its normal setting.

Some TV sets have independent video settings for each input. This way each input can be separately set up.

There is a possibility something went defective thus causing the chroma processing to not work, but this rare. The menus showing in color are from a different built in circuit than the one that decoded and processes the program video.

No video

from voltage given by you states that rgb output voltage is more than normal & drive is only .2 volt which is abnormal means signal is not coming from chroma ic. so check for loose connection in chroma ic or connector loose. same time your drive voltage abnormal is due to signal not coming so no voltage drop & more voltage. also check for crt base loose. hope this will help. good luck.
