Open it up and check the fuse. or your UPS may have a pop out fuse that may need to be reset

What APC do you have, do you hear a click when you plug it to the main power?
if yes check the battery voltage it should be arround 13.6Vdc / battery. if batteries are ok, are they newly installed, if yes you have to reset the battery constant, if you do not know how let me know

A UPS goes between the Power Socket and the PC equipment.
So ya can "Talk" to the UPS and change monitor settings. So do some don't depends wat ya want?
A "Smart" one is computer controlled, and most probably ya can "Talk" to it, the other is the "Vanilla" model, real plain.
