Rheem PTG-74XN-1 leaking out where the water inlet meets the tankless heater. Any ideas what the problem is?

The gasket between the case and the outlet manifold pictured has failed. A new gasket or O ring will need to be installed. You have a small chance that those 4 Phillips screws are a little loose and can be tightened slightly to try to compress the gasket a little more, but it looks like you have tried that already. You can get make a gasket from an old cereal box with a ball bean hammer, or razor blade or get an o ring from a local hardware store. Make sure you use gasket sealer.

Need to buy American Water Heater Polaris, 6903768

Make sure you install it correctly. If not can cause exhaust leak and destroy everything in the blower compartment. I have over 450 Polaris heaters installed. "Read the instructions". Depending on which burner gasket you have determines if you will need to use the provided gasket. If the gasket is a graphite type, you need to check and make sure the surface where the hot surface igniter seals against it. The gasket can be missing some pieces, so check carefully. The bracket "must" be installed properly. Again the instructions with the igniter show the correct installation.

Maybe I am not understanding your problem exactly, but if you have the instant hotwater system installed it should be measuring the temperature of the water in the hot water line and if it drops below the set level it should open the hot water side until the temperature is reached. If it was installed correctly it puts the hot water back into the cold water line so it isn't wasted.

I need to remove the burner to check the safety device. How do I remove the burner?

You need the manual for your specific Rheem product, which shows periodic maintenance steps needed and will sometimes show diagrams.
Open following link, click on same-similar product, when page opens, click tab that says Specs/Docs, download Use and Care manual:
http://www.rheem.com/Products/tank_water_heaters/gas_water_heaters

The instructions will probably suggest you call service technician do the work.
After all this is a gas appliance, and not really a first-time learning opportunity. One kaboom is a lot more expensive than watching what the service technician does so you can repeat it later.
If cost of parts and labor is higher than $330, then it might be cheaper to install new gas water heater that you buy from local box store.
http://waterheatertimer.org/How-to-install-gas-water-heater.html

As a general non-specific guideline for cleaning burner.
Some water heaters have a gasket-seal where pilot and burner tubes enter combustion chamber. You might need this gasket replacement on hand in case old one breaks.
Other combustion covers have tamper-resistant screws that signal a service technician should do the work.
1) Take photos of all parts and areas so you have a record of how it looked for easy reassembly and relighting.
2) Turn off gas to water heater. The gas valve handle should be perpendicular across the gas line to turn off. The gas valve handle is parallel with gas line when gas is ON.
3) Using wrench, loosen tubes that attach to bottom of gas valve control. Notice tightness of each when loosening. The thermocouple is finger tight plus 1/4 turn. The other fittings are snug to prevent gas leak. Note which fittings have sealant on the threads, and then use yellow teflon tape on those fittings when reassembling. Test gas lines for leaks using liquid detergent mixed with water. Soap bubbles indicate gas leak.
4) Lift burner out of combustion chamber.
5) Clean burner and combustion chamber with wire brush, and you can use mild detergent with a bit of water.
6) Use a burner brush to clean out burner tubes, and use air pressure to help remove particulate. Remember, obstruction as small as a cobweb inside the tube can cause the water heater not to operate.
7) Finish up using vacuum cleaner, reassemble parts, and light water heater using instructions printed on side of tank.

I have a Powerstar Electric tankless water heater, 45-551301, installed in a new home less than 3 years ago. We have always had minor problems with the hot water staying hot, fluctuations in hot and tepid...

Tankless heater are a little frustrating sometimes but this is generally an issue of waterflow I believe. The fluctuations are do probably to the amount of water and rate of water going through the heater. If you have a shut off valve on the cold side of the heater, shut it back about half way. This will slow the water going through the heater and allow the heater to heat it up more efficiently. Then go to the shower, turn the hot on all the way (no cold) and allow it to heat up. Once it has heated up, test it by hand for a good temperature that you like. If it is too hot, turn the cold on just a bit until it comes to the temp you like. If it is too cold turn the hot down just a little (still no cold) and it will warm up. Ideally you should be able to turn the hot on full blast and then just turn on a little cold to get the right temp. Once you learn how these work then it makes it easier. You really cant run the water like you do with conventional hot water systems and expect to get the same results. Also, wanted to give you another little tip. Every 6 mos to a year, you should flush you heater with vinegar for about 30-45 minutes using a small cheap submerible pump like for a water feature in a garde. Just put in a bucket of vinegar and and run a hose to the "in" side of the heater and another from the "out' side of the heater and then back into the bucket. This will circulate the vinegar inside the heater and clean all the deposits that will DOA your heater. Funny how the manufacturer wont tell you this but these deposits will ruin the connectiosn on the heating elements. You can make your heater last for a long time if you do this.

How do I turn it on? I press the "on" button and

The manual says:
http://www.coinwash.com/temp/rinnai.pdf

"For the name of the Authorized Distributor or Installer nearest you, please contact your local HVAC dealer or gas service technician, visit the Rinnai website (www.rinnai.us), call Rinnai at1-800-621-9419 or write to Rinnai, 103 International Drive, Peachtree City, Georgia 30269"

Manual says that the remote is for setting temperature.
When you turn on hot water spigot, tankless water heater will heat the water to the set point temperature.
If water heater is not set up to use remote, then tankless unit will heat to 140 degrees F.
"With the MCC-45-4US remote control installed the water temperature is adjustable from 96
to 180°F. The water temperature cannot be set to a temperature other than 140°F
without the use of the MCC-45-4US remote control unit. If you require a temperature
other than 140°F you must install the MCC-45-4US remote control unit."

"Error messages are displayed on the remote control units, simplifying service calls."

Page 9 of manual shows hot to set temperature using remote.
Water taps must be shut off to set temperature.
Circulating pump must be turned off.
"Simply press the H or C button until desired temperature is displayed"
"green in-use indicator will display"

If your unit is not working, the manual says to contact local plumber.
Fixya has specialists who will talk to you by phone about your problem for a fee.

what you have is called a hydronic heating system.
this heating system is completely isolated from your water heater I believe this as most hydronic systems I have installed circulate water through the furnace to heat the house. If this is true you need only to connect your old water heater cold water supply side to the tankless and, old hot water side to the house system: the showers/tubs/sinks etc. in your home.
my appologies if I have missunderstood your inquiry.
