Well firt thing I would do is check the wate supply make sure you have that to the fixtures. Now the next thing I look at is the valve that is opend and closed by power. It sounds like a wire and power thing more than anything else.

1. do you have limescale in your source water, if yes you need to clean your machine with a special product that can be found in the market.
2. pressure sensor is broken
3. inlet filter is dirty you can unscrew the inlet pipe and look for a small filter and clean it.

I have a hot water boiler with 3 zone valves and 2 circulation pumps. I see no relays wired to pumps. Pumps run constantly

Sounds like a lot of unknowns from your article. Here are some basic checks

- if they are the honeywell zone valves and you try to open them and get resistance than 9/10 times the t-stat is not calling for heat and the valve should be closed
-if stat is calling and wants heat zone valve lever should be free of resistance when moving it
- 15-20 psi is a little high but could be normal based on the size of your place and the temperature you are reading these pressures at
-with the pumps always running seems to me that the pumps are hard wired to a constant electrical source, if you want optimal control install a taco zone controller

Toilet Question

Yes, it will run up your bill! Sounds like the float is hanging up. Take tank lid off and flush, watch the float and if your tank fills quickly but does not stop, bend the float arm to angle the float down further, this should allow your water to stop coming in much quicker. The other possibility could be if the plug at the bottom does not seal correctly after flushing, if so, the water will leak until the plug sits down all the way.

Toilet does not flush strong enough to take down feces in bowl

You need to do 2 things. Take the lid off and check that the water level is up to the fill line, if it is you need to adjust the flapper. If it's not back the screw out on top until it is. Their should be a cylindrical piece of foam on the chain going to the handle. You need to pull off the retainers and move that foam closer to the flapper thus dumping more water in each flush.

I have a Kohler commode about 1 1/2 yrs old. When filling, it continues to fill with water going to the overflow pipe.

Does it have bll **** on it?That means a long brass rod with a ball on the end.If it does then gap it with both hands and with the hand next to the ball push down a little ways and keep doing this until the water stops running.If you have a fluidmaster brown or black the little wire on the side of you will see a little metal piece squeezed it and down and the should stop.
