Don't Panic, It is very easy to get these photos back, you need to get an 'undelete' program. The best one I have used that is free is called 'undelete plus'
*IMPORTANT* DO NOT take any more pictures if you want to revcover the lost ones. as this will OVERWRITE the ones that where deleted. ok now,
click on this link to download undelete plus, http://undelete-plus.com/files/undelete_plus.exe

or this link to go to the home page of undelete plus http://undelete-plus.com/

Once you have downloaded it and installed it, plug your memory card or camera into the computer, On the Left hand colmn of the undelete plus interface, select the drive that represents your camera (or memory card) then click start scan on the top left corner. it will scan and pick up your pictures and PRESTO there you have them!! Once it has finished scanning simple select the pictures you want undeleted and select 'Start Undelete' from the top task bar.

I bought a used cannon powershot a300. i had tried

Take a look inside your camera's CF card slot. I suspect that you may have a bent pin in there. If so, don't fret. Although professional repair would be more costly than the value of the camera, there is a very good chance that you can repair this yourself. Please see this link.

Canon PC1045/PowerShot A300 I need an Owner's Manual and a USB cable. I need an Owner's Manual and a USB Cable.

You can download a manual and order a USB cable from the manufacturer's web site at http://www.usa.canon.com/consumer/controller?act=ModelInfoAct&fcategoryid=221&modelid=8775

Before you buy another USB cable, consider this: The best way to download pictures from your camera to your computer involves removing the memory card from the camera and plugging it into a card reader (either built-in to the computer or connected via USB or FireWire). This is likely to be faster than connecting the camera to the computer, and won't run down your camera's batteries.

Once the card is plugged in, it will appear to your computer as a removable drive. You can use the operating system's drag&drop facility to copy pictures from the card to the computer's hard drive.

There are also plenty of photo catalog software packages out there, some free, some not, that can transfer and catalog your pictures so you can quickly find pictures from Susie's birthday party, for example. Just do a google search for "photo catalog software".

Canon SX200 Kingston 4GB SDHC card

Deleting or formatting won't make the data in memory card erased permanently.

Those lost pics are still stored on the memory card, it's just invisible or inaccessible. Only the FAT or NFTS table is erased (the information about where those data were saved), but the real data are still intact there in sectors of the hard drive.

So as long as those photos are not overwritten by new pictures, it's highly possible to recover them. And the MOST Effective way is to rely on some format recovery programs.

Try Asoftech Photo Recovery program, which can recover pictures after deeply scanning the memory card to look for lost pics you accidentally deleted or formatted.

Why do I always get "red eye" in my photos?

The simple answer is that the flash on a point and shoot camera is so close to the lens that the light bounces off the back of the subjects eye and you get the red of the blood vessels. That's why cameras have a flash setting called "red eye" which is very useful when shooting in a low light situation.

Can i use a high speed flash card, because I recently bought 4GB and when replaying the photos, it displays white lines

I would try a high speed flash card. Or a different one either way if you are getting lines. You can also clean the contacts on card and in camera with rubbing alcohol and a cotton swab

Try to clean batteries host's contacts (cover and inside). By the way, did you charged the batteries before inserting them to camera. In case of a positive answer did you checked their voltage after charging ?
