When you say "burn dvd titles on a disc", do you mean to write (laser-etch) the name of the movie on the plastic disk? I am assuming that is what you mean. If not, please describe what you mean.
No, LaCie does not make a Blu-Ray LightScribe drive.
This is a technology/hardware problem, not a software problem.
There are a small number of internal (I know you want external) Blu-Ray burners with Lightscribe hardware built in. Here is one: LG LightScribe GGW-H20L Blu-Ray DVD Sata Drive.
The Lightscribe website says no such media exists, even though the drives have been available since June of last year: http://lightscribe.com/products/index.aspx?id=106
Watch that site for info about the media. Once the media is available, you will be able to buy the external drive you want.

OK, it is a duplicator (burns up to 11 copies at once), hence the high price, but useless without the media.
BTW - It is a simple matter to buy an external USB2 or FW case and put an internal burner in that case to make an external drive.
