Either the cord inside is caught on something or the retraction spring is broken.
Try to pull it out further, if you can feel any spring-back then most likely the cord is caught, maybe on itself.
Either way, the canister will probably have to be disassembled to fix the problem.
If you are having problems with a NIlfisk King cord reel it will either be that the cord is simply dislodged or the retract could be faulty. I have made a video showing how to pull it apart which could be used as a reference to diagnose the issue. First, remove the hood and tool compartment covers. At each corner of the cover, by the cord retract button, is a screw. Remove these two screws. Pull the button off. It is difficult to remove but just keep pulling until it's out. Under the button there are 2 more screws. Remove these and you can take off the cover to expose the cord reel. There are 2 screws on the back of the bracket that hold the reel onto the bracket. Good luck.
