When I try to start my web cam I keep getting this message about web cam driver did not work restart camera or computer. I have restart my computer too many time and still does not work.

It sounds like you need to update your driver for the web cam.
Step 1: Go to device manager
Step2: Find the web cam in the device list
Step3: Open Properties
Step4: Have the device manager search for driver.

Other option:
with the web cam unplugged from computer, in device manager uninstall the web cam, restart computer, then plug web cam into computer and let OS find and install drivers.

The web-cam is not working. I only get "web-cam driver open fail. Please restart camera or computer". I have dine this many times without success.

Re-install the driver for the webcam.
Follow these steps to re-install the driver for the webcam. You will need to be logged in as an Administrator or have an Administrator password ready. 1. Click the Windows Start button. 2. Click Control Panel, System and Maintenance and then Device Manager. 3. Right-click on Chicony USB 2.0 Camera and select Update Driver Software. A yellow exclamation point indicates that the camera is recognized by Windows but is not working properly, probably because of problem with the device driver 4. Select Browse my computer for the driver software. 5. Select Let me pick from a list of device drivers on my computer. 6. Select USB Video Device from the list, and click Next. 7. If the message “Windows encountered a problem installing the driver software for your device” appears, click Close. 8. Restart Windows. The webcam should now work properly.

Web cam says to close other video streaming application before it can proceed but there are no applications open that I know of.

try and install the right driver for this device ...that's why it says this ...it sees all wrong ...the issue with windows 7 is that does not have drivers for cameras or elder devices....if it is a built in camera ....just try to get in touch with the manufacturer and see if there is any drivers for the camera ...also ...you can try the driver for vista on 64 ...usually works ..but this is not a rule...
if there is no other chance ..until the driver will appear on the internet ...just get another camera with driver compatible with this operating system ...or roll back to vista or xp ...cause this oS is not that great anyway ...its slow...hard t use...and strange...

Does it display as a black image, a white image or static? You most likely have 1 of 2 problems. Either your camera (the actual lens if you want to be technical) may have been damaged or you are having an issue with drivers. Go Start>Control Panel>Administrative Tools>Device Manager. Under Imaging devices your web cam should be listed. Double click the description and post back with what the information from that window.
