Check coil pack, if more then one is bad, car will not start, or would be running only 3 of four cylinders. Timing may be off a bit do to no fire in a cylinder. This would cause either hesitation, or no start, or hard start.

My instrument panel cluster doesn't work

The car start and run OK? Sound like a electrical instrument cluster problem. You will need to take off in order to check harnesses and ground wires connections.

94 buick 3.8 engine not charging Battery right

Its a fairly simple system. The alternator gets a signal from the circuit for the warning light and-or gauge to activate the voltage regulator inside the alternator. The large wire between the alternator and the battery or starter is fused for protection.
Could be a problem with that circuit back to the instrument cluster, or the circuit to the battery, or a ground connection. You could also have a second defective alternator.

On a 98 buick lasabre it does not start, battery is good, starter works(but no power to exciter wire when cranked), starter relay fine. I was wondering what was left to check, fusible link, park neutral...

Park neutral safety switch , try moving gear selector to neutral . If that doesn't let it start ,viewing wiring diagrams an testing the starter electrical circuit's with a DVOM - digital volt ohm meter .

My 1997 Buick LeSabre sometimes won't start right away. I have electric power, windows roll down, air blows etc...I change to my spare set of keys and after about the 3 rd turnover it starts?

you might need to clean your battery terminals first and if that does not work, then go have your starter tested to see if it is the selinoid, that is going bad.
