I get a flashing F-21 in the time remaining screen and it will not begin a wash cycle.It did not drain the water at the end of the last cycle before it quit working properly. How can I reset the washer or what might be the problem?

The error code is an indication of a slow drain, or no drain problem. Before you assume you have a component failure with the washer, however, the manufacturer recommends unplugging the appliance for at least 30 minutes. Sometimes this is all that is required to reset momentary glitches with the computer. If the error code reappears, then you will need to check your drain pump. The following link explains how:
In addition, you may want to check the drain hoses to ensure they are not clogged or kinked. The hose leading from the bottom of the wash tub to the inlet side of the drain pump is a common place that I have found small articles such as socks, underwear, and washcloths lodged. For this reason, it is recommended that you use garment bagfs for small items.
Now, if you perform all the preliminary checks above and still have a problem, you may have to replace the pump. It does not take much to damage the drain pump in these model washers. If anything has been lodged in the pump for any length of time the pump impeller and/or motor may be damaged. The pump may still run, but it might not be pumping any water.

Whirlpool Duet front-load washer F02 usually means it is taking over 8
minutes for the washer to sense that the rinse or wash water has
drained, which either means that the drain/filter is clogged or the
pressure switch/tube is clogged (causing both the washer to over-fill
with water and not sensing that water has drained).
To clear out
the drain/filter, tilt the washer backwards a little for easier to the
kick-plate and support the front bottom with a wood block or similar,
remove the front kick-plate's (3) retaining screws and swing the
kick-plate up out of the way. The filter drain is behind the white knob
in the center, be prepared with something to catch any remaining water
and lots of towels to soak up any spills, and turn the knob
counter-clockwise to remove the filter.
The first thing I would check is shut off the cold water valve at the wall and remove the hose at the washer.carefully pry out the little screen in the inlet and clean well,reconnect hose and turn water back on FH is a water inlet issue I am hoping that what is happening is that when the washer starts its wash cycle it is probably filling with warm (hot) and cold water at the same time even though it might be mostly hot,but when it comes time to rinse (cold water ) there is not enough to make the computer happy and you get your FH error.. Try to clear it doing the following:
Select PAUSE/CANCEL twice to cancel the cycle. Select
DRAIN/SPIN if there is excessive water in the washer.
Re-select cycle and select HOLD TO START. If the problem
remains, call for service.

Yes it is normal for some water to remain in the drain hose. As the pump drains all the water out of the machine and begins to draw air, the water that cleared the pump will not have anything behind it to push it out. You should not have any water remaining inside wash tub however. Hope this helps you!
The error indicates that there is no water detected entering machine or Pressure switch trip not detected..If after 30 seconds the control does not detect water entering machine and then valves will be turned off and the error code will be displayed. Press PAUSE/CANCEL twice to clear the display.
If there is no water in the unit: 1. Make sure that both valves at the water source(s) are turned on all the way. 2. Check for plugged or kinked inlet hoses or plugged screens in the inlet valves 3. Verify inlet valve operation
If there is water in the unit: 1. Verify Drain pump operation 2. Pressure Switch Hose is in good condition and properly connected to Tub and Pressure switch
Verify there is not a siphon problem
Verify wire harness connections to:Inlet Valves, Pressure Switch, Drain Pump, Flow Meter, and Central Control Unit (CCU)
If the drain time exceeds 8 minutes the water valves turn off. After 4 minutes the “Sd” error will be displayed, then 4 minutes later the F21 error code will be displayed.
Press PAUSE/CANCEL two times to clear.
1. Check the drain hose and make sure it is not plugged or kinked. 2. Unplug washer or disconnect power. 3. Check the electrical connections at the pump and make sure the pump is running. 4. Check the drain pump filter for foreign objects. 5. Plug in washer or reconnect power. 5. If the above does not correct the problem, go to step 7. 6. Unplug washer or disconnect power. 7. Replace the pump.
Alternative Procedure: If the machine cannot be forced to its diagnostic mode then:
1.Disconnect the washer from the power supply and water supply. 2.Remove the top panel by taking out the three screws in the back of the washer. The pressure switch is right on top. 3.Remove the Molex connector from the water level switch / pressure switch. Refer to the picture below. 4.Reconnect the power supply but not the water supply. 5.Power the machine. The machine will enter diagnostic mode. 6.Power off the machine. 7.Replace the water level switch / pressure switch. 8.Reconnect the water supply. 9. Power on the machine it will work without error
Remove the 3 screws at the bottom of the front
panel under the washer door. Your filter door will be light brown. If
a hose there it is to drain out excess water (water that could not be
by your pump) After you have drained, unscrew the cap and remove all the
inside. Have a large plastic bag to catch junk and water. Refit
cleaning out. If not solved, something shd be blocking your pump, check
out. F-21 filter blocked.

Door locked at end of wash cycle Did all of the water drain out of the washer during the spin? Select DRAIN/SPIN to remove any water remaining in the washer. The washer door will unlock at the end of the drain. Let me know how you do. Huuum
