Probably has corrupt driver.
Try disconnecting the Camera from the USB port and reinstall
the CD or Downloaded software program. When the program asks you
to connect the camera to the USB port, do so and it should work.
Hope this helps. Bud

Installed camera using the CD Bundle that came with it per instructions. Tried first using the cam with the ArcSoft WebCam Companion and got the error "Can't Capture Video: Cam might be used by another application." Used task manager to end processes and applications and services that didn't need to be running, still no luck. Tried also setting up the Cam in Skype and Yahoo Messenger 10. Yahoo came the closest by letting me open the "My Webcam" window and broadcasting sound, but all I saw was a black screen. Both Webcam Companion and Skype say the camera is being used by another program and "Can't Capture Video" Frustrated, I plugged the thing into my August 2004 12" Apple iBook G4 recently upgraded to Mac OSX 10.5 and it worked like a champ in both the iChat program and Skype. I have spent hours the past couple days researching similar problems and using the suggestions/solutions: Tried running webcam applications in Administrator mode, tried running in "Compatibility Mode" and a combination of the two I couldn't find an actual driver on the CD that was sent with the product, when I go into the Device Manager, it is using a generic Microsoft USB Video.sys driver there is also an ArcSoft Filter Driver tacked onto the Cam when I have the Arcsoft Software installed. I've also tried uninstalling everything and re-installing a few times trying different administrator/compatibility options, including uninstalling everything and just trying to plug the camera in. ** NOTE ** When I try to choose "Camera Source" in the "Webcam Settings" on Yahoo Messenger the only option that comes up is a "Microsoft 6.0.6001.18000 Video Device" (which just refers back to the generic driver) when in the "Video & Voice Settings" I have the Camera and Mic set as "System Default: HP KQ246AA Deluxe Webcam" ** I got three of these cameras, hoping to give one each to my Mother and my Grandmother (Using Windows Vista Home Basic) for Christmas so I'm hoping someone could shed some light - there is no other thread online that is searchable by Google that has a solution to this problem. I consider myself intermediately proficient in Computer Troubleshooting, so I can follow instructions very well as far as some of the more advanced registry/driver/etc functions go. People really harped on Vista and it's compatibility and honestly I haven't had an issue until now. Did I get the one HP product that has terrible customer service? I contacted HP about my problem but they said they weren't knowledgeable enough about the HP Deluxe Webcam (?? wow). Oh, I also did firmware updates, etc from the HP Website. I have a feeling it's a Vista Video Driver compatibility issue? But I don't know.
