Sounds like capacitor/s failing on the power board. This is a common issue and there is lots of literature and even videos on how to perform the repair on web. A shop will charge upwards of $200 for this repair yet if you find the components and only have them change those; perhaps they will work with you on cost. GL!
The Tuner board is also dead. Also known as a main processing board. That the board, where the incomming broscasting signal cable plug into it.The Tuner board CPU is fried, not taking in voltage distribution any more. The noises u hearing is from those transforners in the power supply board voltage, have no where to go,but it own looping on the power supply board.Tries websites like Shopjimmy.com,Ebay.com to buy a refufurbish Tuner board for the replacement.
The most common problem is the Power/Backlight Inverter Board. There are 6 mini transformers on the board, one goes bad and the TV will turn itself OFF automatically for " Protection Mode". Replace the whole board or replace the bad mini transformer.

Sorry about that. When the tv goes bad like not turning on, the green light will blink, and goes right back to red standby light while the dtv letters will briefly show on the lower right of the tv screen, then go back to blank screen. The tv will need to be taken to an authorized service center for repair. Common causes are a bad inverter/power supply, power control board, or circuit board.
