Tech man is right. try moving to another location.. at least 10 km away from your present position. observe if the signal stil dips down during 8-9 pm.

If you are getting the problem every day at particaular time..that means its not problem of your handset the problem is with the tower from where you are getting the signal..,you have to forward your complaint to the service provider...they are the only one who can solve this problem

Contact your sevice provider as maybe theres an issue with a tower or cell in your area.
