Techman asked the question did you take of the tapes.
Failing that did you install the software correctly? You do need to follow the instruction explicitly- like come off line, turn off A/V, dont plug in printer until told. Epson are very fussy. Uninstall all the software and start agian
This is common for epsons. If it has sat more than a month, please, throw it out. If you don't want too, the problem lies in the printhead. I use a small syringe with a small rubber hose fitted over where the needle should go, with near boiling water & ammonia mixed and injected it directly into the little spikes that go inside the cartridges. Do this several times, but I'm not promising this will work 100% epsons are touchy at best
if the removal of tape protector from the cartridge, does not solve problem, return it to point of purchase. its a dud. Not surprising, epson makes a very good printer, its usually the printhead that is dies.
