Emerson tv powersurges

I have 20" flat screen Emerson TV. It is less than a year old but is has alot of static problems. During one of these episodes I checked it with my meter and watch the voltage jump from 119v. when everything was fine to 187v. when the static would occur. Is there a possible solution that I could fix myself or something I should look for as even though the parts are under warranty the labor is not and to take it to a repair facility would cost as much as the TV itself?

Guruwhere or what location did you check the voltage at??? Need more info and what do you mean static problem because static on the front of a tv sctreen is normal. and gets worse when you have forced air heat. need more info please.
