Please try to scan your computer with malware byte,and if it does not work try scan your computer with superantispyware and last do scan with smithfraudfix to fix your issue but remember create restore point before scanning your computer and should be updated the software.

Your computer might have been infected by spyware mywebsbar
download autoruns from http://download.sysinternals.com/Files/Autoruns.zip or http://technet.microsoft.com/en-us/sysinternals/bb963902.aspx
in the logon tab find the file you mentioned c:progra~1mywebs~1ar.binm3plugin.dll and delete this
logoff and logon the system to see wherether the problem is gone.

Every time I turn my computer on, I get the error loading c:\progra~1\mywebs~1\bar\4.bin\m3plugin.dll I have Windows Vista
