I got an Onkyo RC-717M remote control. It is the remote that comes with the Onkyo TX-SR706 receiver. It is a learning remote. When i entered the cde for the Samsung Blu-Ray it did the same thing as the other remotes I got from Onkyo, the pause, next / previous track buttons wouldn't work for the Samsung BD-P3600. I used the learning function of the new remote and programmed it to work. It works ok now but it sure was a hassle to get it done. In fairness i should have called Onkyo support but their support hours don't match my schedule.

SOURCE: I really find it difficult
I see that your are in a dilema on which to choose from IR or Surorund and can't use the system as you wanted.
First Choose Surround then the rest should be OK since the only function that you wanted is to turn the system ON and OFF and to be able to use the control for Volume function.
To synce the remote control you will need to find the code to enter on the control while poitning to the device to sync it.
That code should be on the Users maual that you have.
I hope this helps.
Have nice day,
