Printer won't print color

when you change the ink cartridges you are NOT changing the print head. The print head is in the carrier. If the print head has become clogged or worn then usually it needs to be replaced. Unfortunately it us probably cheaper to buy a new printer.

If you're certain that it's not a clogged head then you could get a new head and snap it in yourself.

You can try cleaning the contacts with an alcohol pad before forking out the $50 odd dollars it costs for a new head.

There are also options in the various printer programs that set your printing jobs to monochrome, won't hurt to check that.
