Formatting it was a bad idea.
if you did that and ERASED the HP, partitions called, Recovery
now the F11 Recovery feature is gone for ever.
id bet those were not bad, I bet the junior tech, replaces them in that order guessing at your cost, as is so common today.
but lets forget the past, it's gone.
if the F11 key (or what the manual says) is dead its dead.
that takes what? a good HDD, next. if its good and the CD drive works, (many dont now) then you can disk install the OS.
but you have no disks, do you,
all HP new they sold the disk set called the HP media kit
if you didnt buy them when new, they are long long gone.
this is a 2014 PC correct, the service guide page 17 tells you how to use the HDD, magic, recovery.

if you erased the HDD , that will be and expensive fix.
never erase any HP HDD , unless buying a used one to use.
or you get to buy windows again,
or run Ubuntu linux 16 , for free. (a great choice)
if if you must erase, just do the root of C:/
clearing out all of windows.

It's hard to tell. The product specs. for that computer say that there are 3 PCI slots with 2 available slots:

If you have the 2 available PCI slots (2 blank plates on the back of the computer), you can just install the wireless card in one of those slots.
HOWEVER:
When one scrolls down to the bottom of the page, and clicks on the motherboard specs, it says there is only _one_ slot and that it is _occupied_:

You can still install a PCI wireless adapter, but there are a few gotcha's. IF there is indeed only one PCI slot for that computer, it should be occupied by a modem card. As long as you don't need the modem anymore, you can remove it and install the wireless card in it's place. The other gotcha is that the wireless card must be a LOW PROFILE card, such as this:

You may want to consider a wireless USB adapter such as this:

This is an easy one, Purchase a new suitable PSU, probably from Dell, You will find a set of 4 screws at rear of machine, in line with PSU, undo these 4 screws. Unplug the plugs from all the connections, MotherBoard, DVD, Hard Drive etc etc. Then simply do the reverse procedure.. carefully reassemble..

The on-board RadeonXpress 200M graphics is a dog. It offloads a lot of work to your cpu, and shares system memory which ties up the bus and detracts from the memory available to the OS.
The s7520 suffers from thermal problems due to it's size and poor ventilation. It also has a very limted power supply. Therefore, your choices are also limited. If you could score Radeon X600 or X1300 with 128MB for cheap somewhere it would be a worthwhile upgrade. It does need to be PCI (not PCI-E) and half-height (low profile).
