I had this problem while on vacation and needed to DIY because I was going to fly home and could not leave the frame in the open position.
The buzz has a locking pin which in my case was preventing me from collapsing the frame. If the button which you push down and up has fallen off you likely have this problem. The fix is relatively simple and requires a phillips head screwdriver (needle nose pliers would come in handy too).

If you have the version that has a black nylon strap clasp to close this, then you can contact http://www.quinny.com/quinny/forms/contact.aspx?mode=contact&language=gb-en who will be able to advise on how to purchase this part.
I hope this helps.
