To program the navilight 4 device remote rcr460, press and hold the device button you want to program, while holding, press the on/off button, hold both until the lights stay on. release. press the play button once and allow the codes to auto cycle, press the play button every 5 seconds to go on the the next set of codes. once the device turns off press the release button twice, then press the stop button. press power to turn the device back on. once you have pressed the play button 20 times the remote will flash, this means the remote will not program that device. I hope I did not miss any steps here, I am doing this from recall.

Try 1020 for an Insignia TV. Most RCA universal remote codes can be found at http://www.rcaaudiovideo.com/remotecodefinder/ . Use the drop-down menus to select your remote and then the type of device that you want to have the remote control.
Please note that the codes in an universal remote control are usually limited to those for devices released 6 months or more before the remote was programmed. If your TV is newer than your remote, you may need a newer remote.

i have this remote and to enter the code manually you hold down the mode button (tv vcr etc) and while holding it in enter the code for the device. if the light for that device blinks and stays on then it accepted it. if all lights go off it didnt.
