You need to take the plastic cowls off that cover the wiper arm linkage and wiper transmission to inspect it...cowl is held on with 3 Phillips screws near windshield and some one inch wide metal clips, take off the gasket that fits on top. If both are not working check the transmission where linkages attach, if one wiper blade is not working it is usually the drivers side where the nylon bushing that forns a ball/socket sort of connection fails due to build up of debris and the rusting of parts that follows, let me know if this helps.
Lights and electrical circuits are sometimes in pairs so that you notice something is wrong (tail lights and dash). On a '90 merc grand marq., that would be fuse #4,the 15 amp blue one, in the panel next to your left foot. If you are lucky,it just failed from age. If you are not lucky, there is a short in the system containing the dash, tail,parking,side marker, license lamps and trailer tow relay if equiped.I had to replace the push/pull main light switch which was shorted. If you are lucky, just replacing the fuse in the panel will do it. Referance Grand Marquis Owners Manual for fuses and function.
Yes,it's got a fuse. At least 15 amp,probably 20. So look in fusebox for blue fuses and amber fuses that are blown.You have probably got an auxiliary plug-in below the dash and to the right of the hump .....I went for a while before I discovered that one in my Grand Marquis.Ha! don-ohio (:^)
Is this an automatic temp. control or manual heater control? if it's automatic control,it can be an expensive circuit board which has gone bad. don-ohio
