I have a 22 inch Hisense tv that has sound but no picture just colered lines.

it's not possible to confirm the capability of the Hisense 22 inch HSL5529HDI TV to support a 15Hz RGBs signal through its VGA port without access to its specifications.
However, most consumer-grade TV sets are designed to work with modern computer and video signals, which typically have a refresh rate of 60Hz or higher. They may not support lower refresh rates like 15Hz, which is a relatively old standard.
I would recommend checking the specifications of the TV or contacting Hisense directly for more information on the TV's capabilities and compatibility with older systems and their RGB signals.

Unplug the TV's power cord and hold the power button directly on the tv ,keep holding it for 20 secs or so then let the tv sit unplugged for a couple of minutes before you try it again.

possibly 2 items, the T-CON board needs replacing, or, 1 or 2 of the LED light strips inside the panel need replacing, if you're a DIYer this is an easy 2 hour dismantling replace and reassembling project. The parts cost approx $100

There is something wrong with its video section . Change video card I think it is faulty .

Try autotune again. this usually restores the picture.

It all depends what has led up to the problem, however if there has
been no indication of something going wrong,ie. picture getting dimmer, the most common fix is to reset.
First just check all cables are firmly connected. If that does not work then....
Unplug tv, disconnect from cable box, satellite box, any receivers.
Also turn power off to them as well.
Connect everything back and turn on.
