Rlt 1730 ru-s

I have just been given this rlt 1730, can some please tell me if its a television, or a pc monitor, as i cannot get it to turn on, i do not have the remote, but i do have the correct power lead for it, when i plug it in, the green light flashes, and thats it. do i need a remote to turn it on???
