If you have a 1993-1995 Intrepid and you have a check engine light, you can find out what the codes are by following this process:
To obtain fault codes using the MIL (Check Engine Light):
1. Cycle ignition key to ON, OFF, ON, OFF, ON within 5 second (do not actually crank engine!!)
2. Count the number of times the MIL on the instrument panel flashes on and off. The number of flashes represents the trouble code. There is a slight pause between the flashes representing the first and second digits of the code. Longer pauses seperate the individual two digit trouble code.
Example:
Lamp flashes 4 times, pauses, then flashes 6 more times. This is an indicates a DTC of 46.
3. Lamp will always flash 55 at the end of the test. This signals the end of the test.
You have put the computer in diagnostic mode and it will now display any codes that have been stored in memory. Each code will refer to a symptom your car is feeling.

After reading through the Article, Pop the Hood and Check out the Grounding Locations. Look for any wire that looks like it should go somewhere. Screw it down (Ground) to the Frame Rail.
First Disconnect the Negative from Battery For a couple Minutes,
If the Engine was replaced they mighta missed a couple Grounds.
One is front Driver corner by the Battery
Two is on Passenger Corner.

I have a feeling there is a Loose Ground or an open, There should be 5-6 Volt Reading coming out of the Cluster,

You could buy a used cluster from a auto salvage yard for around $30 bucks or on eBay . Doesn't have to have a new one . None of the gauges work ? It just depends on how the gauges get there information . A 1994 dodge ,i wouldn't think it comes from a serial data bus , communication network . But after looking at a wiring diagram , i see your vehicle has a body computer (BCM ) A serial data bus . Information from the sensors - fuel sending unit an coolant temp . etc..... go to the BCM , then over the bus to the instrument cluster . Find a wiring diagram an check connection of the bus wires at the cluster .

It could be a bad starter.
And a dead short within the starter would cause the fuses to blow as you mentioned.
I would pull the starter off, and take it into a local parts store to be tested.
If it does pass, you have taken that part of the problem out of the equation, and can begin looking for other causes.

unfurtanetely the the board is burned out due to moisture on the wiring, you may have to replace the board but keep in mind that the wiring must be dry.

remove the pump from the tank and your float should be going the sam direction as the tank not cross ways in the tank this will fix fuel guage

It sounds like you shorted out quite a few things. Unfortunately, it sounds like you'll have to trace all your wires to see where the shorts are. I believe that several of your wires have fused together
