Hey,

Check that scroll lock is off
also try reinstalling the logitech software incase some setting is wrong, or you could go over all your settings in the logitech program to see what could be causing it.

Heres the 3200 laser software http://www.logitech.com/index.cfm/433/140&cl=us,en

Let me know how it goes.

Thanks,
Ekse

You could take the mouse apart and clean it, I have done that a few times on my logitech mx518. Pretty simple, screws in the bottom, may be hidden under labels, Not sure if that voids the warranty.

I'm a little distracted right now, seems I didn't fully read your problem at the first time. Sorry about that.

Unplug the USB (or PS/2) plug for a couple of seconds and reconnect them. That worked for me when this happened on my older Logitech keyboard.

Scroll wheel function

You can try using the windows driver for a generic 3 button or wheel mouse. That may require that you go to control panel system hardware and then find your mouse then select update driver and pick one of the generic or microsoft drivers that have the same functions. The problem may show up when you reboot and windows tries to reload the original driver.
