ACPI control really has nothing to do with the underlying hardware. If the laptop is not charging or if it's not running off the battery, then you should take it in for warranty service - or have the manufacturer send you a replacement battery first, and see if that resolves the problem.

you have gotten stuck at other power levels, so trying powering it down with AC adapater and battery in, remove battery and then put in back in, see if charge light will come on steady.
