Do you have a "lockout" feature in the radio?
Maybe try resetting the scanner and start over from the beginning. Usually by resetting, will disable any extra features (such as the lockout)

Samsung UN55B8500 wont stop channel scanning and wont respond to any other commands

Either a stuck (they can lock internally and cause this) channel button switch or a micro issue.

You would have to disable (channel up or down depending on which way it is scanning) to know if the switch is bad.

You can try at turn on to hold the menu button to see if it stops--but not likely.

What happens here is if the switch is bad it will act like someone is pushing it---all other commands including the remote will not function.

Both the remote and the keyboard go to the same place inside the set the microprocessor.

Let me know if you have questions.

The mic could be no good.

The things that cause squeal are RF feed back, and or talk back that is too loud. If you have talk back, this is what is causing the feed back. If not, then it is most likely RF feedback. There could be something wrong with the coax, or antenna.

A major cause of this is called common mode current. This is when the rf travels back down the out side of the coax making the coax act like an antenna. It also is bad for the radio because it will change the electrical length of the antenna and will potentially raise the SWR and can damage the radio.

To stop common mode,as close the the antenna that you can, take 6 feet of the coax and make a tightly wound and uniform coil out of the coax, and use zip ties or electrical tape to keep it together.

This will stop the RF from traveling back down the outside of the coax, and in turn will stop the RF feed back if it is caused by common mode current.

Of course, it may just be a bad mic.

If you haven't already done so, while scanning in the PRIVATE mode, turn the SQUELCH control down slowly until scanning stops and you hear a hissing noise. Then turn the SQUELCH up slowly until scanning resumes. This should set the threshold so that the scanner will stop on an active frequency.
