Baking soda and a water solution.... perhaps use perhaps a q-tip to apply the solution... do not pour it into the item..... just carefully use the q-tip to wipe the inside of the battery case. i would even suggest holding it upside down so that liquid does not leak into the device.... allow it to dry ... insert the batteries and test it out.
I would suggest (because it is near a child) to dispose of the item and purchase another one as that rust is partly battery acid.
