Roger, read up and see if this makes sense. I recently bought a 19-inch Acer on e bay. It arrived today. I got it apart and found it to have the typical power supply capacitor failure that many other LCD monitors have. I have fixed a few Gateway monitors with this problem, this is my first Acer repair. I was happy to find that the Acer was a little easier to get apart. The problems exhibited by these failures are usually quite similar in some ways, particularly "works for a while and quits" "will not come on" or in your case, where it all works if the computer is already started up. Yours sounds like it may also have this capacitor failure. In your case, the failed capacitors may allow noise on the display cable to give the OS a fit in attempting to do it's hardware detection at startup, causing the disruption of the detection of the monitor and modem.
Ok maybe that was TMI, but going for repairs knowing something about what to expect is not a bad thing. The parts required for the repair should be under $10.00 and I did my repair in under an hour.
