Did you disable the User Account Control and tried installing the Software completely?? You will have to uninstall all the previous version Applications and then disable the UAC and install the application,.
...so re-install the software like it says, or try a system restore to a few days ago when it was still working: in XP: "Start" "Programs" "Accessories" "System Tools" "System restore" "Restore My computer to an earlier time".....
Vista: Type "Restore" into the "start menu search box", select it, and follow the prompts.
What you can do is check the registery before you do the cleaning, and compare with afterwards. The registery keys associated with ControlCenter is found in HKEY_LOCAL_MACHINE\Software\Brother\ControlCenter
Try taking a screenshot of the keys extracted, or export them, to easier see what's being removed.
I guess I found a solution for the problem.
I also got this error message after installing ControlCenter3. Failed to start ControlCentre3 - re-install software, with the error No CC3-001-00001907. The numbers at the end can change, but that's not important. I have two laptops running vista. I got this error with the 1st laptop. Then I tried it with the second laptop, it worked fine. That made me think: On the first laptop I had tried to install the ControlCenter3 from the CD, but it turned out that the CD did not support Vista. Then I got the vista driver/ControlCenter3 package from the Brother website. This is the one that did not work on laptop one. What I then guessed was, that I had some ugly remains from the installation of the old driver (not for vista). I started cleaning the registry. First of all I run the driver uninstall program from Brother (free from their website) then I cleaned the registry with CCleaner (freeware). Still that was not enough. I started the regedit program and started searching for the term Brother. It was still there in about 10 or more places. I deleted all records that were connected with my brother printer (a DCP-130C). Then I run CCleaner once more. Then I installed the vista driver package (from brother website). Restarted and voila: it worked. ControlCenter3 workes fine now. I started the ControlCenter3 update (also on brother website) and finally with the scanner utility put the scanner resolution limit up higher. That's it. Before working with the registry make a backup, please. This procedure should also work for other brother printers using the controlcenter3. It should also work for other systems than vista. Ok. i have seen this before. Your driver may be corupt, and the systems applet may actually be missing. Uninstall the printer completely. Run a search at the start menu and type in your printer name to make sure no corrupted files have been left behind. You need to run good antispyware, antivirus (i recomment avg free for both) then run regcure or similar to correct any bad registry errors. My neighbours did this and we fixed it with this solution. Now, once all clean and all registry cleaned, go to your manufacturers (canon) site and download a new driver, there may be an updated one too. Now install printer with new driver. Good luck!!!
