Logitech mouseware must be installed for this to work.
Go to the mouse properties and select the drag lock button and set it to "Unassign" in Logitech -> Mouseware -> Mouse Properties. Click the "Buttons" tab. Scroll down to button "4" and select. Click Modify button and select "Unassigned" And Click "OK" Button, Click "Apply" button. The lock icon will go away and never come back.

To turn the numb lock off you can just tap the "num lock" button, which is normally located on the right side of the laptop. However, i haven't looked at your laptop, so you may also have to press the key "FN" along with "Num Lock" to get it to turn off.
If your mouse is the one in the picture, there should be a sliding panel in the bottom of the mouse. Flip the mouse upside down with the scroll wheel facing furthest away from you. Now place your thumbs on either side of the base where the bumps are and press/slide towards the ball in the middle. It should unlock and you'll be able to lift up the compartment door and find the batteries. They should be AAA if I remember correctly.
Also make sure that nothing is blocking the signal to the receiver. A weak battery combined with this would equal your problem.
This could be bad or just annoying depending on how you wiped it down.
There should be a monitoring utility that will let you choose settings and see what the keyboard batteries are. You should be able to see if it is finding the keyboard. This should also be where you can unlock the keyboard or use a security code.
There should also be a reset button or connect button along the bottom of the keyboard as well as one on the antenna. Press the antenna first then the keyboard button. The lights on the antenna should flash. As well when you press caps lock or numlock a light should change on the antenna.
One thing to check is that the antenna connector is plugged in. On mine it comes loose just by walking by it. Just needs a push to make sure its inserted and hasn't come loose.
If none of those get your keyboard back then it may be that you damaged the keyboard.I would try leaving it near a heating grate so that the warm air blows over it for a day or so. It may be enough to dry out the inside enough to work. Past that the keyboard may be repairable but you would have to find someone to fix it and you would need to check that cost against replacement.
