Although I was able to get into the screen adjustment menu by following the below instructions, I ended up having to have the "pincushion module and 2HV diodes" replaced along with a repair to the deflection circuit.
If you choose to try to system settings, good luck, but make sure to write down your original value before changing any values and make sure that you do not change Parameter #42 (value has to be 247).
TV turned on
Press and hold the "menu" button at the TV
Press and release the "power" button.
Press and release the "vol up" button.
Release the 'menu" button.
The initial security parameter displayed will be 'zero' Change this to '76'.
YOU ARE NOW IN ADJUSTMENT MODE
Use the 'channel up or down' to select parameter 'p'.
Write down the old value of the parameter before changing.
Use the 'volume up of down' buttons to change the barameter value.
When you have made all the adjustments turn the set off to exit.
Note: The Horizontal size it parameter 21 and the horizontal position is parameter 15.

The horizontal line indicates the vertical deflection circuit is not working. Either the set is stuck in service mode for adjusting color (turns off vertical), or the deflection circuit has failed.
Some RCA TV sets have a "Service" switch in the back, down near the bottom of the set. Most of the newer sets use a combination of remote control and front panel buttons to get into service mode, and that can be turned off by unplugging the set and plugging it back in. Try looking for the mechanically operated service switch in the back first.
if the tv width is ok try entering to service menu (do not use remote control) as follow: 1) turn the set on. 2) press the menu button and hold it down while pressing the power button. 3) while holding down the menu button release the power button and press the volume + button. 4) The screen will display a one line menu, on the left the parameter P00, and on the right the value of the parameter V00 5) release buttons. 6) using the volume + button change the right parameter until 76 7) using the channel down button change the left parameter until 06 (vertical size) 8) whith the volume + or volume - adjust the screen size. 9) when your tv is OK back to parameter 00 using the channel up button. 10) press menu button. and trouble solved.

I believe you are getting mixed up between channels and programs.
Normally program 00 is used for VHS as it has slightly different parameters for colour and brightness.
If the TV has about 39 or more programs which can be programmed in from the on screen menu, try using program 20 for the video and 30 for the cable. For this to work you must do the on screen frequency scanning from channels 22 to 69 (UK) and select VCR, CATV, VHF, UHF, etc.
I have used program 00 and 20 for two VHS recorders, working on channel 33 and 35 for example, but you must tune them to 33 and 35 on the `Tune' screwdriver hole by the aerial input sockets of the recorders.
I expect if your cable unit plugs into your aerial socket of the TV that it has an adjustment for what channel it is on.
The TV on screen menu may be different in some countries, so it would help if I knew where you are.
