Install camera software before connecting the camera, and ensure the cable is working.
Unplug computer power cord for ten minutes, if it is a laptop also remove battery, this will reset computer.

I assume this is about a digital camera, not a film camera. Also, since you neglected to specify the make and model of your camera, I'm assuming it uses a memory card of some type.
