I had retailer to service tv because screen had static looking picture and black lines going through it. returned tv worked fine the first day then the next day my tv wont do anything and the power button keeps blinking.

If this set is under a warranty period or the manufacter warranty do not attempt to touch set as they will blame you if you attaempt to open set. Call the agent who serviced it and if they refuse to take care of the problem contact the manufacturer

try turning the channel up or down with the tv remote to input 1 or 2 depending on which one is being used for the dvd player. tv should use input 1. dvd should be on input 2.
when turning the channel set it to show the dvd screen, then go up 1. if it doesn't show, return and go down 1.
Pls note that my experience is with the phillips 27" model27PT6341/07. It may not be the same board as yr model, as I can't remember nor find the service manual anymore. (browse around online for it though)
However, after taking the back off. Look close to the rca jack and svideo connection. Mine is located about an inch from the svideo connection.

It looks like the squeal or high pitch is produced by the flyback part # 257805. Also check the the secondary side of the power supply for around 130VDC if that voltage is found to be lower than 120VDC I would suggest to replace CP80 with a 100 mfd@250 vdc. Part # 218374
Globalsemi.com has these parts, for the flyback transformer just type in search for FLY-391, this one is cheaper than the genuine(257805) fly back.
Sounds that this might be the proverbial problem some brands have, specially RCA (funny this problem still exists. It was around even when I was a resident engineer for RCA Corp. 20 years ago and hasn't been modified). This problem relates to the tuner assembly. It is a relatively easy fix for a skilled technical person. The cost of repairing it shouldn't even be close to its replacement value, so, in my opinion, worth fixing. Since I do not know the model or age of your TV set (or the inclination you might have to take this as an excuse to get a new HDTV set - LOL), it is entirely your call!! Hope this helps. Let me know.
