I bought a Sunbeam Quickway pressure cooker and it does not have a manual on how to use it. I have never used a pressure cooker and will return the product if I do not have safety instructions on its proper use.

You can usually find a manual for an appliance like a Sunbeam Vegas electric pressure cooker on the manufacturer's website. If you have the model number, you can search for "Sunbeam Vegas electric pressure cooker model X manual" and see if the manufacturer has made it available online. If you are unable to find it online, you may be able to contact Sunbeam customer service and request a manual.

Some rice cookers will do this. There is also the chance that you did not put enough water in. Maybe smear a bit of oil on base before using.
