When you disconnect your battery and then reconnect it again, it disables the radio. This is an anti-theft protection for your car radio. The enable your radio the activation code is in your vehicle owner's manual. If you do not have this code you need to go to your Ford service centre and get them to enter this code for you.
SOUNDS LIKE THE ANTI THEFT SYSTEM HAS SET ITSELF ON YOUR RADIO CAUSING RADIO TO SHUT OFF AFTER 10 MINUTES. THIS WAS DUE TO POWER FAILURE WHEN YOU DISCONNECTED BATTERY TO PUT NEW ONE IN. THIS IS COMMON. YOU MUST ENTER RADIO ALARM CODE FROM OWNERS MANUAL OR CONTACT DEALER TO GET CODE FOR YOUR VEHICLE. HOPE THIS HELPS!!
The anti-theft feature was engaged. This is usually caused by the battery being disconnected. Do one of the following: 1. Check your owners manual for the User Card showing the code. 2. Call Hyundai National Consumer Affairs at (714) 965-3006. When you call, you may need the VIN number or the radio chassis identification number (That might be the radio's serial number). They will tell you how to retrieve the information needed.
If the wrong lock-out code is entered, the Anti-Theft system will
activate and the radio will become inoperable. To correct this, press
and hold the "BAND" button for at least 3 seconds until the incorrect
number on the radio disappears and "CODE" is displayed again.
Check your car battery (either at a service station or by checking it's voltage if you have a voltmeter). The radio's anti-theft is triggering. This triggers when the battery has been disconnected; but if the voltage goes down (likely when you start your car), the radio may trigger the power disconnected alarm.
I'm assuming we are talking about a car receiver, and you just had the battery changed in the car. Changing the battery triggers an anti-theft feature in the radio, as if it had been taken out of the car and was trying to be used someplace else.
If it is a factory radio, you will have to go by a dealership to get the code. I drive an older, beat-up BMW, and the one time I needed a radio code for it, I was required to bring the car in physically. One, to make sure a dealership hadn't swapped radios somewhere along the line, and Two, to make sure I wasn't the thief trying to get the radio I had just stolen to work! :)
If this is an after-market car radio, there should be a code in the paperwork that came with it.

By the looks of the manual, you will need the code or need to guess it
starting with all zeros and count your way up because this code is for
anti-theft and was made to be hard to reset without knowing the code,

If I understand your post right, you have the code but need the procedure on how to input/enter it into the radio. To my understanding, a 1995 Volkswagen Passat would have a non-BOSE unit with or without CD changer controls. It was a premium sound system with anti-theft coding.
Pls try: 1. Power the radio ON till "SAFE" is displayed; 2. Press the AM/FM and SCAN buttons simultaneously till display shows "1000". (In some versions, it is the seek and the two scan buttons); 3. Release the AM/FM and SCAN buttons; 4. Enter your security code using the first four station buttons on the radio; 5. The first button changes the first number of the four digit code; 6. The second button changes the second number and so on and so forth; 7. Once the proper code has been entered press the AM/FM and SCAN buttons at the same time and hold until the radio accepts the code; 8. You have two tries before the system will lock you out for an hour; 9. Should you happen to have a three digit code, pls make the first digit a zero; 10. The first digit can only be 1 or 0 (the 0 will not show up so for a zero, push the button until the 1 disappears).
