This issue has many various factors on why a hard drive doesn't work the way it should be. Let's discuss it one by one:
First, ensure that all the cables ( SATA/PATA )are properly seated or attached to your MOBO. If the cables were checked, makes sure the molex which gives power to the hard drive is connected.
If all are in place, then a Primary & Slave of hard disk issue is another factor. Lets assume that you are using a PATA or IDE cable. If you are only using one IDE cable as of this moment an issue of setting your jumpers on their proper places. Make sure each jumpers are on the right places, the Master jumper ofcourse that should be on your Primary HDD ( w/c ofcourse w/ O.S. ) and the other HDD its jumper is on the slave.
Another one if the ( PATA/SATA ) is properly seated on the controllers of your hard drive.
Also, you try isolating the cables. Probably, the cables you are using are not working, obselete and needs to be replace.
Lastly, does your hard drive spins? Do you hear any clunking sounds? Then, it only means an issue of hard drive failure had arised and needs to be replace.
