Possibility of mechanism fault inside the VCR, which might include tape damage. Can't answer directly about the 03 code, without knowing make or model number as they all use different fault codes.
Taking the top cover off might show up what's happened.
Try a new tape, or put a piece of tape over the hole found in the back of the tape you are using. If the record safety tab is still present it may be bent. A piece of tape will rectify this too. The tab is there to protect the tape from being recorded over by accident. If removed or bent slightly, the vcr will detect it and will not record on the tape. Most VCRs will eject the tape, or show some kind of error message.
On Sony DSR-80P error 02-221 and 02-291 is a problem with the tape
pull-in or eject. Mostly the tape stickers are bad situated over the
stripe-cover at the top, which should be moving freely!
Remove the stickers from the tape or put them lower on the case. If the
tape is already inside the machine is unable to reject the tape -
disconnect the machine from electricity to open it or call service...
The generic error codes C32:xx indicate that a motor is not functioning. If you have not worked on these machines before, extreme caution is advised. These have extremely sensitive alignments that can easily be disturbed.
