That's the error indicating the lamp/ ballast fan has stopped working. You can get the Mitsubishi lamp / Ballast fan 299P321010 used in the V39 series DLP televisions. It comes with installation instructions and is available from www.tvrepairworld.com under the Mitsubishi DLP parts category.

A blinking red and yellow Status LED will indicate an Error Code that can help determine the cause of a circuit failure. • The number of Red blinks indicates the value of the (tens digit) of the Error Code. • The number of Yellow blinks indicates the value of the (ones digit) of the Error Code. Example: If the Error Code is "37", the LED will continuously blink Red three times, followed by blinking Yellow seven times.
See the following for a list of Error Codes. To perform a System Reset, press and hold the Power button for 10 seconds. Or, unplug the set for 10 seconds then restore power.

wait for the light to go out then press power. Then if it doesnt power up hold the menu and the Device/input buttons on the set both in together for 5 seconds the light will blink a series of blinks pause briefly then blink another number of blinks then pause then it will repeat the same two digit blink sequence a few times . Let me know the two digit blink sequence.
When the status light is blinking push the device and menu buttons on the tv at the same time and hold for 5 seconds or more. The red light will then blink a code. It will blink like 3 times, pause, then blink like 5 times. That would be a code of 35. It may blink one time long, then two short blinks. That is not a code blink but indicates another problem. Do a search for the service manual for your tv on the internet and look up the code. Sometimes it is as simple as a dirty fan that won't turn any more. But by knowing the codes you will know if you need a technician or if it is something simple.
The lamp is either defective, not connected properly to the wiring or plugs (careful alignment required on the two connections), wrong type bulb, or the front panel is not replaced properly to trigger the panel sense switch (lower right side of panel)
