Is the cartridge a Lexmark cartridge or a refilled cartridge?
Remove the cartridge from the printer, take a damp paper towell and wipe the cartridge in one direction on the bottom. Is Ink coming out? If yes then put the cartridge back in the printer and try to print again. If the answer is no and the cartridge is brand new you need to return it to you point of sale and get a new one as its a bad cartridge.
If the cartridge is a refilled cartridge that is probably the problem. Lexmark printers do not support refilled cartridges.

Lexmark products work best with genuine supplies. Lexmark does not recommend the use of refilled, remanufactured, or clone cartridges. You might not get the print quality you expect from ink that is specially formulated by Lexmark. You can try to clean your cartridge nozzles using the Lexmark software on your computer. From your computer, go to Start menu > Programs > Lexmark X1200 Series folder > select Lexmark Solution Center. From the Maintenance tab, select Clean to fix horizontal streaks. Your printer will then print a page forcing ink through the cartridge nozzles and clean them. If that does not help, maybe it would be best to replace your supplies with genuine cartridges. I know what you mean by an inexpensive printer. The cartridges cost more than the printers! A simple, but often overlooked solution is to make sure that the tape protecting the bottom of the cartridge has been removed. Check that and let me know the results.
Does the printer attempt to print? Did you replace the black or colored ink? If it was the black ink will it print in color? If it prints in color, check the black ink cartridge for tape residue on the gold contacts. The blue tape will sometimes leave the adhesive on the cartridge and not the tape. It cleans off easy with a soft cloth.
remove the carts & using a wet paper towel, clean the nozzles on the carts to see if your getting any traces of ink. U can also go to the solution center & under maintainence u will fine an option Clean to fix horizontal. try this twice that should also clear any blocks then try this
Printer power OFF
Hold down the PAPER FEED button while powering the printer ON
Release button after powering printer ON
Test is continuous, so turn off when printing is complete
If the cart has any ink it will print 3 color lines & a blk line
As suggested a couple of minutes ago, with a fresh cartridge installed, disconnect power (unplug) and let the unit rest for an hour or so and then reconnect it.
This may clear an internal error register.
