I need more information, what type of device are you connecting to USB?
Most, if not all have storage where a driver is kept and a program to install to access the functions of your device.

Usb port not functioning

Windows XP is not compatible with USB 2.0 ports. Could you confirm you have Service pack 2 or 3 installed. If not, you should install SP2, so they should work.
