Apparently yes. To determine that for sure boot in Safe Mode and run it there - the drivers will not be loaded so if it stops you will know it's a hardware problem.

Windows 7 do not accept (my Sapphire 4650 Hd Agp ddr 2 1gb graphic card) drivers when I upload drivers .how I will make upload for my computure?

This is Sapphire's link for downloads:
http://www.sapphiretech.com/presentation/downloads/download_index_01.aspx?psn=0006
I entered your info and it appears the card #100288L Radeon HD 4650 1GB DDR2 has Windows 7 support. This card requires a 400w or greater power supply and, a 6 pin power hook up. You have to un-install the VGA driver and Catalyst control center before downloading new. You can do so in a "custom" uninstall then, a "custom" install.

You can also try to update your drivers here.

Expand graphic card

Hi!

First of all i want to sugest you to make sure that you have maximum of memory, you gona need it if you want to edit videos.

If you want to do video editing the most inportant component is the CPU, then comes the memory, after the memory come the HDD, and after that the GPU

Now the GPU, you have a pci-e 16x port on that MB, so i will give you 3 diffirent sugestions, from a not that expensive to a more expensive to the third that is expensive but not the most expensive GPU there is, all of the very goos for vidoe editing.

1) SAPPHIRE RADEON HD4670 512MB GDDR3 PCI-E VGA/DVI/HDMI

2) SAPPHIRE RADEON HD4870 512MB GDDR5 PCI-E DVI

3) ASUS RADEON HD4870 DARK KNIGHT COOLER 1GB PCI-E DVI

There u have 3 very good GPU:s, but as i told you the most important is the CPU and the memory!

Good luck

My pentium d 925 3.0 4m/800 processor decrease its core speed

It is absolutely normal if the processors speed and multiplier fluctuates. It doesn't mean that the processor is damaged. This technology is called Intel Speedstep. When your processor is not used on 100% it reduces its speed, so the power consumption decreases. When you need more power, the processor will automatically clock itself to higher speed.

for more information check here.
http://en.wikipedia.org/wiki/SpeedStep

If you want to turn off this feature, you have to do it in your motherboards bios. You can find it in advanced ---> cpu settings ---> Intel Speedstep, you have to choose Disabled.

Thats all

Graphics Card Compatability

Yes, it should work ok.. Your motherboard supports 1 x AGP8X, and since this card is 8x AGP, and includes a power adapter cable, it should be fine. Just make sure you have an adequate power supply (400watt+)...
