Likely cause: It appears that the security
settings entered into the Nintendo 3DS are not the same as what your
wireless router is set to allow.
How to fix: Make sure the security key and security type are entered into the Nintendo DS exactly as they appear in your router's settings.

I had the same problem and got it fixed and solved.
I added and deleted the new connection over 10 times with no success; resetted the modem/router (didn't change channel or so because that's way too much of a hardware problem and I was 100% certain it was not the problem).
So, I added the connection, placed the wifi password and tested the connection. It didn't pass. At this point, instead of creating a new connection, I pressed the "change configuration" button.
A new window appeared (with SSID and Type of Security buttons); tap the Type of security, and re-enter the password.
Then, just test the connection again.
That's it!!!!
