You have a short on the secondary side of the transformer that is hissing. You are going to need someone knowledgeable in electronics, to help you find the short. Most likely it is your Horizontal output transistor.

If your TV has a 15 pin connector you can get a long cable to connect to your PC or laptop. You'll also need a 3.5 mm stereo audio cable to get sound from the PC to the TV. If your TV has none of those connections, then it's impossible.
You haven't specified anything about the condition of picture. So I thinks there is no sound; picture OK; and posts this solution. Check out the speaker first. Just place your ear very near to the speaker side of your TV and switch the TV 'ON', by using its main power ON/OFF control [Not with remote control handset]. If you can hear a 'thumb' sound from the speakers the speaker is OK, and the sound output section inside the circuit board of your tV is faulty. Either sound card or audio output IC may be replaced. If you can't hear any 'thumb' sound when you switch ON your TV, the speaker is faulty. Replace the speaker with samee type and impedence. Its impedence will be marked on its magnet [in terms of Ohms]. OK.
Chirping sound is usaly a horizontal issue, either the flyback transformer the horizontal output transistor is shorted. This repair takes some expertiese and a multi-meter. Soldering skills are a must. This can be an involved repair if you never worked on a tv before.
When i open it screen takes 15-20 minutes to be displayed complete.sound & other things are ok.So i request to have sansui tv service dealer in Mumbai/Navi Mumbai/Thane India No; to contact.
Sorry I dont have a manual but it is available at http://www.servicemanuals.net If you put your ear close to the speaker, with the volume turned up, do you hear any hiss or buzzing? If you dont it could be a bad speaker, headphone jack(if there is one), or the audio output IC or ascoiatated componets. If there is a hiss, then theres a problem with the audio processor or switching IC. If your not a tech, you should not be experimenenting around inside this TV set!
