Maybe the bearing is worn out or out of oil, try to put oil in both side of the bearing and try. If wont work you need to replace the blower motor.

Most likely is that on of the fans are hitting something. Take the cover off , turn fan shaft by hand . Bend item out of the way or adjust as necessary.

The model of T-stat you gave comes up as a discontinued model on Honeywell's web site, but it looks to be a manual stat that type of stat would have to be wired with a summer winter switch with electric heat, allowing it to turn on the fan with a call for heat. If yours is a programmable T-stat you would need to select electric heat or in the installers set up change the default setting for fan from unit controls fan in heat to thermostat controls fan.

Condenser not working

generally speaking the if you can start a fan by giving it a "push" the start windings are bad, replace the motor and capacitor. There should be a filter either in the unit or in the return grilles. The "change filter " on your thermostat is set up for approximate run time for the filter to require service, there is a way to reset it, seaarch for the model/ mfg of your stat nad get the users manual online and it will tell you how

You should be able to turn the fan motor freely by hand. If there is any resistance or the noise turning it by hand, then the fan motor is definitely bad. Is it a wall thermostat unit or manual controls? Wall thermostat, you can use a jumper wire from the 12+ terminal of the thermostat to the HG terminal and the fan should come on, if not, then the motor is bad.
