SOURCE: Upper arm does not spin
No I don't believe its the pump. I believe the lower spray arm is possibly split open on the side causing a loss of presure and flow to the upper arm and overloading the door seal. As well the loss of flow to the upper arm will resulted in it turning too slow.
SOURCE: Frigidaire PLD2855RCO Leaking
The gasket at the bottom of the door where air vents in to allow for "drying" gets water splash that differs depending upon what is loaded in front of it. For instance, my dishwasher (Frigidaire PLD2855RFC1) leaks only when a certain spoon or something is loaded in a certain position or a pan is creating too much basksplash. That sort of dynamic simply excapes the repair types in a lot of cases. And the problem leak does not occur when the technicial tests it when the machine is empty.
You need to call your local repair folks and tell them to get on their "support service website" (that only they can get on) and look up Electrolux bulletin DW 071 which speaks to this issue. The offending and poorly designed "gasket" has quietly been redesigned and supposedly fixes this problem. Too bad they don't tell us about it. My serial number fell right in the middle of the units produced with this bad design. I will never again buy a Frigidaire of any type - ever. Nor will I deal with Coos Bay Area Appliance Store again. They all spoon fed me all kinds of accusations that it was installed wrong, unlevel, whatever. None solved my problem. THEY WILL SUFFER REVENUE LOSSES because of this. Good luck to you.

I would replace it...
Here is a tip that I wrote about dishwashers and them leaking.

Just to update this, I received the replacement pump assembly, installed it, and yes this was the problem. No more leaking.
I'm not sure if these have an expected life, or if I wasn't doing enough of the required maintenance, but that first pump lasted me about 3 yrs.
Another noteworthy item is that the old part (which has a discontinued number) was enveloped by a thick coat of foam. The new one wasn't. I was concerned about this, yet it's quieter than the original one.
